Dr. Perrine Simon, Liaison Officer of the University of Luxembourg in Laos, gave the first online lecture of the year on the 10th of April 2020 during the lock-down in Laos. Her presentation focused on “Evidence in Criminal Proceedings”, which dealt with the importance of evidence in criminal proceedings, the burden of proof, the object of proof, as well as admissibility of evidence. The lecture was given via Zoom and attended by more than 70 participants, including students and teachers. Despite the circumstances, participants were very keen on interacting with the presenter and asked many questions via the chat!

The lecture was in English and translated in Lao by ILSTA’s Junior Program Officer, Ms. Thipphaphone Siphandone. This open lecture was part of ILSTA’s Open lectures at the Faculty of Law of NUOL, to which the University of Luxembourg contributes regularly.

A significant step has been made as regards access to electronic resources for Lao researchers in the framework of the Inter-University Cooperation Project. Last November 2019, the University of Luxembourg has successfully signed an agreement with the organisation “EIFL” (Electronic Information for Libraries), a non-profit organisation having extensive experience in setting-up e-libraries around the world in developing countries, to set-up an electronic library (E-library) for the Faculty of Law and Political Science of NUOL. The E-library provides access to a large collection of e-resources including legal and interdisciplinary material and foresees to train the librarians in the use of these resources.

The E-library is accessible from the FLP website (https://flp.nuol.edu.la/e-library/). The e-library offers access to e-databases such as ESBCO, HeinOnline, Taylor and Francis, JSTOR, Cambridge University Press journals; Oxford University Press journals, Edward Elgar Development Studies & Environment e-books and Law journals, Duke journals and OpenEdition Journals. The databases include digital versions of books (e-books), academic journals and other resources such as magazines and newspapers, relevant for law and political science but also for other fields since some databases are inter-disciplinary. The e-library also provides links to open access repositories that hold research papers and theses in Thai language. Subscriptions have been made for NUOL as one institution, and the e-library is technically available to all faculties since access is provided through NUOL’s institutional IP address (with no authentication once connected via NUOL’s internet).

On 24-25 February, the FLP welcomed Ms. Rima Kupryte, Managing Director of EIFL. She came to meet all the relevant actors to promote this e-library and to prepare the future trainings of the librarians and teachers. Several meetings were hold together with Dr. Perrine Simon facilitated by LuxDev (LAO/031) with the FLP library and the NUOL Central Library, including with the Vice-President of NUOL Dr. Oudom Phonekhampheng. Some interdisciplinary electronic databases available for the FLP could also benefit NUOL’s other faculties. The e-library portal should be indexed soon on the website of NUOL’s Central Library.

The development of the e-library is a priority to improve higher legal education and research skills.

In the framework of the Inter-University Cooperation project between Luxembourg and Laos, the Faculty of Law and Political Science National University of Laos welcomed a delegation from the University of Luxembourg on the 18th-20th of February 2020 for the 4th edition of the ‘Seminar on Legal Research and Methodology’. Pr. Stefan Braum, Dr. Perrine Simon and four PhD students – Florence d’Ath, Teresa Quintel, Roila Mavrouili and Natalia Vorobyeva, led a three-day seminar.

Two lecturers of the FLP, Somsack Hongvichit and Pangthong Xayyavong, shared their experience in writing a paper with the University of Luxembourg’s support. This was followed by a presentation on the “Doctoral studies in Luxembourg” in view of selecting a PhD student from the FLP. The seminar was dedicated to basic legal research skills including search for reliable sources, plagiarism, referencing, legal academic writing including mind mapping, comparative law methodology, etc.

All workshops included practical group exercises. Around 35 teachers from the FLP attended and interacted intensely with the delegation. The seminar ended with a quiz testing the knowledge of the participants. The lucky winner got some Belgian chocolates!

In the framework of our cooperation with ILSTA, the University of Luxembourg contributed to ILSTA’s Annual conference on organised crime in Vientiane during 11-13th February 2020.

Pr. Stefan Braum gave a presentation on “Criminal policy and prevention of crime” and Dr. Perrine Simon a presentation on “The importance of evidence in criminal proceedings”.

The Liaison Officer organised a special Mock trial session bringing together Ass. Pr. Hajer Rouidi from France (University of Rouen), Dr. Lawrence Siry, former Uni.lu PhD, and Mr. Max Muller (Attorney in Luxembourg). They acted respectively as the judge, the prosecutor and the defense lawyer in two fictitious cases focusing on the role of actors in Court presenting offences related to human trafficking, and drug trafficking/money laundering. The “actors” based their legal arguments on lao laws and explained their reasoning in a questions-answers session following their performance.

Pr. Matthew HAPPOLD from the University of Luxembourg came for the second time to Laos as a visiting professor for one week during 4th-7th of February 2020. He gave a series of lectures on Public International Law dedicated to “The law and practice of treaties” (focused on the Vienna Convention) to around 20 FLP lecturers.

He also gave a Special lecture on “Economic sanctions in contemporary international law and relations”, as part of ILSTA’s open lectures at the FLP for students.

In the framework of the cooperation with the University of Luxembourg, the FLP had the pleasure to welcome for the second time Mr. Andrii Hubai, PhD researcher from the University of Luxembourg.

Andrii shared his expertise in arbitration and foreign investments during the Annual Legal Research organised by the FLP.

He also ran a workshop on ‘How to search on databases?’ organised in the ICT room of the library building, as well as a small workshop on foreign direct investment law’.
