Project supported by the Ministry of Foreign and European Affairs of the Grand Duchy of Luxembourg, Directorate for Development Cooperation and Humanitarian Action

On 20th and 21st of November 2019, the National round of the ICRC International Humanitarian Law Moot Court competition took place at the Faculty of Law and Politcal Science of NUOL.

Six teams composed of two mooters competed in English acting in turn as the Defence and the Prosecution pleading a fictitious case before the International Criminal Court.

This Moot court organised by the ICRC is a great way to stimulate legal thinking, by acquiring a specific method of reasoning and learning how to develop arguments appropriately . Students also improved their presentation skills, debating skills and English!

The teams have been trained by Dr. Perrine from the University of Luxembourg, Dr. Lawrence Siry and the ICRC Bangkok Office.

Congratulations to all teams and special congrats to the winning team Lounglavanh VONGXAY and Souksavanh VONGTHONGCHIT, which participated to the International Round in March 2020.

The Vientiane Times reported on the Law Summer School, organized by the University of Luxembourg and the National University of Laos.

A delegation from the Faculty of Law and Political Science -University of Luxembourg and 12 candidates from the Faculty of Law and Political Science-National University of Laos attended the Summer School on Legal Research in Vangvieng for a week to exchange knowledge regarding foundations of law and methodologies in conducting a regal research.

The co-organised capacity building activities in the field of legal higher education have been carried out since 2017 with the cooperation of the NUOL and University of Luxembourg.

In the framework of the Inter-University cooperation between the Luxembourg and Lao PDR, the Faculty of Law and Political Science National University of Laos had the pleasure to welcome Pr. Séverine Menétrey from the University of Luxembourg . Pr. Menétrey, expert in Civil Law Procedure, led a four-day seminar dedicated to law lecturers focusing on “The Right to Fair Trial in Civil Law Cases”.

She focused and analysed in particular international standards applicable to fair trial (especially the Article 14 of the ICCPR), the Lao Law on Civil Procedure and the Constitution of the Lao’s People ’s Democratic Republic.

The seminars were attended by FLP lecturers together with several teachers from the NIJ and some students from civil law and criminal law invited by their teachers. Pr. Menétrey also gave a Special lecture on the same topic as part of ILSTA’s open lectures at the FLP for students.

The Faculty of Law, Economics and Finance of Luxembourg in cooperation with Faculty of Law and Political Science of NUOL had the pleasure to welcome Dr. Heleen De Geest and Dr. Lawrence Siry to conduct a Moot Court Training at NUOL from the 4th-8th November 2019.

Both have a long experience in moot court training at the University of Luxembourg. They led a 4-day course on mooting competition for students of the Faculty of Law who took part in the Asia Pacific International Humanitarian Law Moot Court Competition.

Moot court competitions are an essential aspect of “Problem-based learning” and promote practice-relevant teaching. Students will not only develop their legal skills, but also enhance speaking and debating skills, as well as their English. All students received certificates after completion of the training.

Heleen and Lawrence also gave one special lecture on the International Criminal Court, as part of ILSTA’s open lectures at the FLP for students.

The Inter-University Project – University of Luxembourg with the Faculty of Law and Political Science-National University of Laos – organised its first “Law Summer School” dedicated to legal research in Vang Vieng on 22nd-24th of October 2019.

Twelve selected candidates from the FLP (Faculty of Law and Political Science, NUOL) attended this new type of research seminar. The Summer School included lectures such as “Foundations of law”, “Interdisciplinary methods in Law” as well as discussions on “How to develop a relevant legal research strategy” and “Opportunities for publication for Lao researchers in Law” and presentation by each Lao lecturer participating.

Participants publicly presented their research projects in English and were given feedback and guidance by a panel from the University of Luxembourg including Pr. Stefan Braum, Dr. Perrine Simon (Liaison Officer), Dr. Relja Radovic and Ms. Nicole Citeroni and Ms. Loren Jolly. The selected topics were very relevant for Lao PDR, and relating to environment and foreign investments, legal aid, access to justice as well as family and labour law.

Candidates engaged in active discussion with their peers for the first time. This fruitful experience is to be renewed in 2020!

Before going to Vang Vieng with selected candidates, Luxembourg researchers organised a half-day seminar on legal research and methodology at the FLP in Vientiane. The workshops focused on ‘Sources of law, ‘How to search on databases?’ and ‘Structure of judgements’. The seminar was attended by 40 participants from the FLP and the National Institute of Justice (NIJ).

Thanks to the Erasmus+ Programme supported by the European Commission (European Union), the University of Luxembourg welcomed its first Laotian exchange student in September 2019. The Uni.lu has signed in April 2019 an agreement with NUOL to become a partner University in the Erasmus+ Programme, via the Faculty of Law and Political Science (FLP.) The student was selected in coordination with the FLP, following interviews ran by Dr. Perrine Simon, with Mr Somsack Silithip and Mrs Sonenaly Nanthavong, both faculty members, based on law background, English level and motivation. Ms Thongkhoon Xayyahong was granted a scholarship to study for one semester in the law bachelor of the Faculty of Law, Economics and Finance (Belval campus). The incoming student followed classes in English during the Winter semester including Global constitutional law Public International Law, Philosophy of Law, Contract Law and Labour law. She successfully passed her semester abroad.

The University of Luxembourg is an outstanding multilingual and multi-cultural university where students come from all around the world. Ms. Xayyahong said that learned a lot during her semester abroad, especially thanks to the different style of teaching in Luxembourg, compare to her home university. She picked up in particular how to better develop concepts and legal arguments and put them into practice through case studies and analysis of case-law, strengthened her knowledge in theory of law, and was exposed to more group exercises during seminars. Thongkhoon greatly improved her English skills and got to experience new people and cultures.

“My exchange in Luxembourg pulled me out of my comfort zone and opened the doors to new experiences and opportunities for me”

Ms. Xayyahong was selected to participate in the STARS Winter School funded by the Erasmus+ Programme focusing on clinical legal education in the European Union. The Winter School took place at Rome Tre University in Rome (Italy) in February 2020, and was organized in part by the Pr. Elise Poillot from the Department of Law of the University of Luxembourg. This was a unique experience for Thongkhoon, who used to be a volunteer at the Law Clinic of the FLP, to learn about European initiatives with students from Roma Tre and Brescia Universities in Italy, Palackeho V Olomouci in the Czech Republic and Romano-Americana University in Romania.
